Purpose:
Our client is seeking the services of a business consultant to conduct an IT System Options Assessment for an Information Technology solution for the registration of colleges and approval of programs within these colleges.
The consultant will conduct an assessment of Nova Scotia Government corporate applications that could meet the requirements as well as the current system used by the Private Career Colleges Division and solutions within other jurisdictions that may be a fit. The consultant will present high level functional and technical Fit Gap analysis for no less than 3 options as well as Total Cost of Ownership assessments for each option.
Background:
Our client is currently utilizing an outdated IT solution to manage information relating to the registration of private colleges and their programs. The system is intended to capture data from colleges on registration, programs, curriculum, instructors, TCF submissions, student outcomes, etc. However, the current system is labour intensive and does not provide adequate reporting of information. The division is looking to reduce the administrative burden on the private colleges and the departmental staff by potentially utilizing online functionality to meet the needs of the colleges and staff.
They have just completed a business process mapping project to identify the process work flows for the division and activities relating to their current system and is looking to implement recommendations from this project. The division is looking to implement electronic document and fee collection and put in place the ability to capture quantitative measures for service delivery and volume.
The objective of the IT System Options Assessment is to assist the business in making an informed go-forward decision on an affordable technology solution.
Approach:
The overall approach to this options assessment and gap analysis will include the following:
· External services will be sought to refine and confirm functional and technical requirements, and then assess various technical options / solutions. This is the work which this Statement of work specifically applies.
· LAE would like at least 3 solutions assessed for their viability in meeting the requirements defined by this work.
· The analysis should also include review and consideration of suitable solutions with LAE that may align with the business needs of the Private Career Colleges Division.
· It will be necessary to meet with internal staff to review options and engage representatives from the office of the Chief Information Office (CIO) to understand technical guidelines (what they can support) within Nova Scotia Government.
· Work with department staff to support the project goals and track project work in accordance with project management best practices.
Deliverables:
· A simple project charter confirming objectives and scope;
· A client division approved statement of their functional and technical requirements:
othis will include meeting with the CIO Office to assess any technical requirements or constraints for systems supported on the Government network
othis requirements document should be kept simple and concise, but sufficiently detailed to help make an informed decision about alternative solutions;
· A solutions assessment for each option which includes:
-Functional fit gap analysis for prospective solutions
-Technical fit gap for prospective solutions
-TCO calculation for the solutions
-Benefits/pros and cons defined for the possible solutions
· A recommendation on the solution to use (for Phase 2)
· A high level plan for implementation (for Phase 2)
· A move forward strategy (for Phase 2)
Qualifications:
· Proven Business Analysis expertise.
· Excellent communication and relationship building skills.
· Experience with and/or extensive knowledge of Nova Scotia government technology infrastructure services (including standards, request for service processes, etc.).
· Knowledge of Nova Scotia government infrastructure support services provided by the Infrastructure Service Management (ISM) group within the CIO.
· Proven track record of successful client engagements.
